Information for Residents

Considering a home project?

Are you planning a renovation or addition to your home?  Are you thinking about putting up a fence or building a shed?  Other common projects that may require a permit include decks, patios, retaining walls over 48”, and pools. Before you start work on a project in your home or yard, make sure you know the zoning and building requirements.

Step one:  The first step to any home project is to complete and submit a Zoning Permit Application to the Borough Secretary, along with the appropriate application fee ($25.00 for residential properties/$50.00 for industrial or commercial properties).  The application and fee can be mailed or dropped off at the borough office:

Once the completed application (including fee) is received, it will be forwarded to Harshman, LLC, who handle the zoning, building, and code enforcement activities for the borough.  They will review your project to determine whether or not it meets Borough code and let you know if additional information is required.  

Step two:  If your Zoning Permit is approved, you may require a building permit.  If so, you will need to complete and submit a Building Permit Application to the borough office along with the appropriate fee ($25.00 for residential properties/$50.00 for industrial or commercial properties).  When the application is complete, it will be forwarded to Harshman for review.  They will let you know if additional information is required and any other fees that may be involved.  (Building permit fees are payable directly to Harshman.)   

Need to perform work under a Borough road?

If you have a sewer repair or other project that requires you to go under a borough road, you need a permit.  Submit a completed Street Opening Permit Application to the borough office. 

Thinking about selling your home?

Are you planning to sell your home?  Did you know that there is a requirement for your property to pass a dye test and televised sewer lateral inspection prior to a sale or transfer?  A valid certificate is good for two years, so it makes sense to have the test done well in advance of closing to avoid any last-minute surprises.  The completed Dye Test and Sewer Lateral Inspection Application and $40.00 application fee should be submitted to the Borough Secretary at least 45 days prior to closing.      

Renting your property?

Are you renting your property?  If so, did you know that you are required to provide tenant information to the borough?  The Landlord/Tenant Reporting Form should be completed and submitted to the borough office.
